My first professional programming job was making video games, and almost all the art kids that got hired on had just graduated the Ringling school of art in florida. they were all sick artists with personal vision, and could also produce commercial art from narrow parameters. some 15 years later when I open a studio, of the people who get a chance to see if they can learn here, two of them went to the Ringling school of art (1 graduated, the other went for a year). So, while I know there are many schools and places and ways to learn art, I guess my personal observation, and now recommendation, is that kids who want to tattoo (or do any art) work hard to get into that school. Its pretty competitive, but if you push yourself and can get there even if just for a year, your art will be pretty bad ass. I would also suggest getting jobs where you produce art (cartoons for the school newspaper, doing airbrushing at the theme park or the mall... concert posters for your friends, every day you need to be drawing drawing drawing. Maybe you can post some of your art up?
