Beginner with a question

I aspire to become a Tattoo Artist and live in the Denver, CO area. I've been asking around for an Apprenticeship and I'm completely willing to clean a shop daily and do everything and anything I need to have someone take me on as an Apprentice. I've stuck out thus far except for one place which wants to charge me $1,600 for a 6 week Apprenticeship program. My questions are these: Is it normal to have to pay a shop for an Apprenticeship? What's the best way to approach a shop about an Apprenticeship? Like I said earlier - I've struck out everywhere, I've been making phone calls and haven't been in a shop in person yet. I'm not a young guy, nor am I an old guy - I'm 36 and have an extremely high level of Motivation and Loyalty (guess I got that in the Army - WHOOOAH) To prove that I'm serious I'm picking up a kit this weekend - coming out of pocket for equipment when I don't have any money. I had to deal with my saying "What the ?*^%" and "We really don't have the money but..................Go Ahead" - Luckily I have a "Sugar Momma" who takes care of me and our kids!!!!
