Best portrait artist in NY?

You guys know who the best portrait artist in NY may be? I'm curious to know,I'm great with portraits but I want my neck done,and can't reach it obviously. Every "tattoo artist" I meet here try to stray away from portraits,I feel if you pick up a tattoo machine you must be ready to tattoo all styles of art,it's in the job description,Sheesh! That's like a N.B.A player in the league but saying they don't like shooting free throws,you know?
