BURN?

I have a tatoo on my lower back that is about 2 years old. I noticed in the past week that I have bumps on it. It feels almost like a burn. a sun burn. I have had a backache and have used a heating pad on and off for the past couple weeks. Could I have burned it? Thanks in advance for the advice!
