contact dermatitis or allergic reaction??? baking soda and water?

well i go back to the shop tomorrow to get things checked out but just curious what you guys/gals think. I just made a call to see what to do til i get in. Diff shop, since they were closed, No puss or discharge or things, just seems blotchy and raised and itchy. she said from what i say it doesnt sound like an infection since its been almost 8 months getting the tattoo. she believed its a contact dermatitis or a reaction of some sort. one artist over the phone...said soaking with baking soda and water and i think she said bactrim??? would help with the raising and scarring? which could take months to help the skin. and also take a bendryl for the itchiness. also recommended pure vit e lotion or shea butter... does that sound like somethng good for someone with sensitive skin? and is the baking soda and water soak ok to do??? and bactrim? i belive thats what she said to use???
