Festival Tattooing

So... I went to a great rock festival down here in Cape Town over the weekend.. Now, usually there are the usual henna tattoo, spray tattoo vibes going on but this time there was a caravan with a guy sitting next to a bed, no cover, with a queue of 50 16-22 yr old kids lining up to get work done.. at a music festival.. drunk.. I sauntered over to have a look and the dude had no autoclave, just an icecream bucket of bleach for his tips/grips and even worse, no bags on his machines or spray bottles. He refused to let me or any of my artist friends have a closer look at his setup but from a distance I could see his bottles were COVERED in blood and ink and weren't being cleaned between tattoos. I took a photo.. it isn't pretty.. This guy must have tattooed 300 people at this festival including one of my mates, at 10 in the morning when she hadn't slept yet. What the hell??? So out of concern for my friend who when coming to her senses realised what a total idiot she was, what are the actual implications here? Could she sue for getting hep or worse or is it just one of those things? She doesn't remember signing an indemnity form so I don't know if that could be an issue. Do any of you guys have experience tattooing at outdoor festivals..? Does this sound right to you??? Surely not!
