fixing this tattoo

this tattoo was done over a LOT of scarring just wondering how i could go about fixing this up i was thinking redo the inside by doing a light blue several times and maybe outline the outside in white to fix some places that were messed up and feedback would be appreciated http://img91.imageshack.us/img91/8470/dsc00893bf9.jpg

first, your scarring, although it is not good, it is also not anywhere near the worst ive seen under a tattoo. white is not going to fix those mistakes, just go find yourself a good artist who has experience in tattooing over and around scar tissue. if they are at all decent, they will make it look proper.....
