foot tattoo maintenance

Hey, I got a black and white tattoo a week ago and to this point have had no trouble. I wore flip-flops and kept ointment on it to keep it moisturized. However, it seems to have formed a cloudy white film over the tattoo site and the ink is falling out. What did I do wrong, and how do I fix it? Thanks
