Lasering won't remove blue/green ink...help? ideas?

Hi All..I'm having one of my three removed from my sholder and after five treatments and 1300 dollars...we find that the blue/green/aqua won't come out... Not wanting to wasted more money on a hopless cause was wondering if anyone had ideas? Are there lasers now that will remove this color and I should wait til my office catches up? Should I tatt over it with a white flower tatt? ?????

If its blue/green i dont see how u could tattoo something white over it.........Those colours are hardest to remove.
