Is the PAR open to the public? I see only artists can buy passes but mentions nothing about general admission.

yes! The public is more than welcome to come and watch the artwork being created, and maybe buy some! Should be a great time for everyone. Make sure you say hi, its always great to meet the folks to visit the website(s)!
