Piercing through scar tissue?

I've seen some stuff on piercing being discussed here too, so I figured I'd ask. Can you pierce through scar tissue? My husband accidentally ripped out my belly button ring last year (actually it ripped through not out), and I was thinking of getting it re-pierced (if possible). But I'd like to not make another scar if I can avoid it. If anyone knows, that would be great! Thanks!
Although not advisable because of excessive mutative scarring it can be done and is done every day...you are taking what I would venture to say would be a 50/50 risk.
What does mutative scarring mean? Will it just be more likely to grow out? Thanks!
Mutative scarring is basically when scars occur on scars...can be VERY ugly!! I don't think it will be any more prone to migration (growing out) than any other piercing.
