REALLY need some help

I got the word Joy on the inside of my foot in white ink three and a half weeks ago. The stencil ink is still not off the bottom part of the Y and it's very noticeable. I called the place I got it and they said I could come back and have it tapped. First of all, what is that?? I got another tattoo a couple days ago at a completely different place, showed the guy the issue, and he told me it was stained and I was pretty SOL. He advised using a razor blade to scrape it out and even that might not work. In addition, another artist there said not even a razor blade would do much. What am I supposed to do??? I know I could always go over it with black but I really do not want to do that. Advice?? TIA
