Tatoo Infection??

Well, I've read up on tattoo infections, and from what others have described, I don't think I have one, but I don't know how else to describe the subject.. lol.. I got a tattoo just over 2 weeks ago, my first ever. I went w/ my mom, dad, brother, brother in laws, and 2 sisters. My brother had his first ever done by this guy, and it's fine. My sister had several before this, hers is fine. My other sister had the exact same thing that I got ('sisters' in Chinese, on my foot) and hers is fine as well, but it wasn't her first tat. Anyways, my tattoo is kinda red around it, but that's not what has me concerned.. The tattoo itself has kinda popped out of the skin.. I don't know how else to describe it. Like, it's rough. I know you shouldn't be able to "feel" your tattoo. It itched off and on for a couple days, but I never itched the tattoo, and it only itched around it. It hasn't started peeling, and there's no puss coming out, so I guess it's not considered an infection, but I know it's not normal. I'm so bummed. ): It started doing this maybe 4 or 5 days after I got it done. (The tattoo feeling rough) All I was doing was using antibacterial hand soap, which I read was good to use. Then I decided to try A&D ointment. That hasn't really seemed to help any.. I just talked to my brother in law about it, whom I consider an expert since he has them all over his body. He said I should've been putting only a very thin layer on the tat, and for the next two nights to put bag balm on the tat (very thin layer) and wrap in saran wrap. He also told me I'll have to have it touched up. I don't know what I've done wrong. I know there's contradicting advice on the care of a tattoo, just like everything else, so I may get contradicting advice, but I'm hoping someone can help me. What is the proper care for my damaged tattoo? Is there any way to save it from being touched up? And how long should I wait to have it touched up? I don't want to blame the tattoo artist, but I don't know what happened. Does anyone have any idea? I was wanting to get another done, but now I'm not so sure.. I'm hoping someone can help!
