tattoo and scars

Hi guys! Im not very good at english but I would like to know one thing so I hope that you will understand what Im writing. I would like to get a inner wrist tattoo to hide suicidal scars. is it possible? some say that you cannot get tat if you have scars.

i wanted to know too. i have a nickel sized burn mark on my elbow and want to know when i get my 3/4 sleeve will this be a problem.
