Ok so i have a tattoo that i regret and want to get covered up, i am open to the option of laser removal and then a cover-up. But let me elaborate, the tattoo is all black and it seems to be slightly scarred, like a bit raised off my skin. After lasering, will i be able to cover it up with an elaborate black design completely? thanks.
