tattoo healing

I got a tattoo on my calf about a week and day ago. The healing process is going great , except for a small shaded area. This area looks like it is scabbing/cracking. It is also a bit red around it and hurts when pressure is placed on it. The area looks Like milky in way, as if lotion got into the ink…..per say…. No puss is oozing from it so I doubt it is infected. But this is the only part of the tattoo that still hurts. I am still using A&D ointment on this Area, but I am using lotion for the rest of the tattoo as it is already peeling… Is this normal?
