I got a tattoo on my shoulder that was done over a scar left from a tattoo removal from 15 years ago. It's kind of a drag as I don't really "love" the tattoo. I liked the outline that I approved very much but we never discussed the color, shading etc. and oh well what can ya do? Learned my lesson, you always need to have a very thorough discussion with the artist. Anyway, I have the pimples/boils around the tattoo and under my arm as well BUT that's not what I have to ask..the tattoo is shiny! I have other tattoos that are not as large and they are not like this. I have had it about 3 weeks and have been real good with the lotion. I did go in the pool once this week but it is a salt water pool (no cholrine) The shininess showed up as soon as the scab came off. I am concerned that it will always stay like this. Any thoughts???

Time and genetics are some variables your stuck with.
3 weeks is not too excessively long time for your final out come. With boils in the mix you may very well be healing still or worse allergic to the ink.
When scabbing flakes off, the skin beneath is always milky/shiny which always has made me nervous in the healing process.
Most importantly..
I'd go back to artist if you trust him/her still or see a Doctor Dermatoligist over any internet advice. Especially my own :)
Its probably just a bit scarred from being tattooed, then lasered, then tattooed again.
And saltwater pools ARE chlorine pools, remember chemistry class?

The chlorinator uses electrolysis to break down the salt (NaCl) and release PURE chlorine into the water. As such, a saltwater pool is not actually chlorine-free; it simply utilizes a chlorine generator instead of direct addition of chlorine.
luckily, 3 weeks is usually long enough to not cause any damage from swimming pools.
