tattoo locashon??

hi everyone. im about to get my first tattoo as a present to myself for my 20th b-day. i live in oklahoma and dont really know where is a good place to get one sense tattooing has not been legal that long. dose anyone have any suggestions on where i can go or on just how i know an artist is any good?? also, i want my first tattoo to be cat in japanese konji which is neko on my lower back. dose anyone have some designs idea?? thanks a bunch!!
