Tattoo outside of the foot.

Ok so i got some Thai writing done right on the outside of my foot (almost going under my foot), from the joint of my little toe to under my ankle about a month ago. The black coloring is flaking off, i went to see a tattoo artist and he told me he never tattoos feet there because the color continually flakes off and even if i get it re-coloured it would happen again. I asked another one who told me with proper and extra care i could maintain it if i colored it again. I'm so confused........ any advice??? And what does 'proper and extra care' involve??
