Tattoo shop owners, please help.

Hi What steps/actions should a tattoo shop owner take if he wants to hire a tattoo artist from overseas? Have you done it before? Do you know what kind of work visa do I need to ask for? What is the degree of difficulty for such a task? A lawyer informed me that it is nearly impossible to obtain a work visa for a European tattoo artist. Is this statement correct? I would greatly appreciate any information and/or suggestions that you could give me. Thank you!
