Tattoo Still Flaking

I had a lower calf tattoo done about 2 weeks old now and i'm a fast healer and it started peeling and flaking only days after getting it done. The problem now is still 2 weeks later it's still peeling and flaking and itching like crazy. Could this be certain parts of the tattoo healing slower than others and that's why it's taking so long? Or because winter is upon us, the tattoo is even more dried out? Also how long before I can shave my leg?
