Tattooing at 15

I am wanting to get a tattoo. But i'm 15 years old. Its nothing that I would regret in the future. Its just a small heart on my finger. I am suppose to get it wih my sister as a sister kinda tattoo that we will both have. Is getting a tattoo at 15 illigal, with parent consent? where could I get it done if its legal? Please if your going to trying something saying ill regret it or somethint supid. Dont even reply.
