tattooing horses with pink skin around eyes

Hi, I am in the minneapolis area and raise pinto horses. Sometimes these horses are born with no pigment around their eyes. This leads to excessive tearing, irrititation and even cancer. There is a way to stop the problem and this is by tattooing black around the eye. I actually know of 5 or 6 people who are interested in having this done, but so far the tattoo artists in my area are not interested, in fact they won't even talk to me. Does anyone know of a person in the Minneapolis area with a heart for horses. The horses are anethesized during the process, and certianly we would pay a reasonable amount to have this done.
