tattooing privately need a license?

I have a question. My friend's bf, who is covered in tattoos is an airbrush artist, He sent away for inks and a gun and has been tattooing people (just family members, so I am sure he doesn't change). What I am wondering is, since he lives in NJ, shouldn't he have certification before doing this? Even if it is just on family members?
