Tattoos in Ireland

I'm heading to Ireland next year. I would like to get a tattoo while I'm there. I obviously don't expect to stop at any old random tattoo studio and just get the perfect tattoo. I want to do some really good research and be able to correspond with the studio/artist ahead of time. Does anyone have any recommendations? We don't have our itinerary in place, so I'm pretty open in terms of location. Also, are there any health laws (here or there) that would prevent me from doing this?
