My friend recently got a tattoo in. The tattoo artist didn't listen to what she really wanted and did his own thing. The contrast of blues are too dark. It is of a flop flop and the outside is the same color as the inside. He used a dark blue liner to give the difference of the sole and the outside of the flip flop. She wanted the inside a light blue and outside a bright blue. It looks like one big blue blob. Can she get the inside highlighted with a white or lighter color to lighten it up?

Impossible to tell without seeing a photo... I would take it to a world class artist/studio... Larry Brogan and murial on this site are form the area. hannah Atchinson is also in the Chicago area...
