what are these bumps?

My tat is actually a bit older -just a black and white- I've had it about 9 monthes on may back right below my neck bone on my spine - never had any problems at first or now - it healed great...but in the past few days I've notice bumps forming on my tattoo and they kind of itch, when I scrtach them black stuff (ink I guess) is coming out and then it burns a bit....anyone know what this is...is it normal or is my skin going to start falling off...j/k
