What is Tattoo Flash

ok Iv been hearing alot about tattoo flash, What in the hell is it? is it these fake tattoos you see kids getting at carnivals or what is it? Confused?

pictures...Usually 11x14 sheets with pictures on them to put up on your wall or in binders.
