WHITE TATTOOS

I got a small white, filled heart tattoo to the right side of my tummy. I got it done 6 weeks ago and it looks like crap. some parts are white, some is discolored, and there is also red, almost like the ink didnt hold. Will this cause scarring? I am going back to the tattoo artist to see what he can do this week when i get a chance. Should I expect this *fix* to be free, since I paid 50 bucks for it initially? or should i expect to pay for ink and stuff, since I may change the color so it doesnt look gross. It doesnt hurt, just itches sometimes. I can also still feel the tattoo above the skin. I thought once the tattoo is healed you shouldnt be able to feel it. some advice woulf be great. PS. I used black cat salve, kept it clean, and did not pick at it. It did peel a lot though, and it would bleed frequently. like, when i would wake up in the morning i would find that my underwear or shorts had rubbed it and pulled some of the dead skin off..made it bleed. I wore a bandaid sometimes but I was told that its best to keep it *open*.
